Independent M&E specialist with 23+ years and 50+ donor-funded programmes across Africa and the Pacific, including senior roles in Ghana's Office of the President and Ministry of M&E.

Kwabena Agyei Boakye is an independent Monitoring and Evaluation (M&E) specialist with over 23 years of professional experience in the design, implementation, monitoring and evaluation of public-sector, private-sector and development programmes across Ghana, Africa and the Pacific. He has led the design and operationalisation of M&E systems for more than 50 donor-funded projects, providing strategic leadership in results-based management, institutional strengthening, public-sector reform and evidence-based decision-making.

He has served as Programme Coordinator (M&E) for the World Bank-funded Public Financial Management for Service Delivery Programme, and as Senior Monitoring, Evaluation and Statistics Expert for the European Union-funded Technical Assistance to the Sustainable Rural Livelihoods Programme in Fiji. Earlier, as Acting Chief Director of Ghana's Ministry of Monitoring and Evaluation and Director of the M&E Secretariat at the Office of the President, he led the development of Ghana's draft National M&E Policy and Government Results Framework. He has also been an M&E Expert at the African Capacity Building Foundation and International M&E Advisor to the Government of Lesotho.

Kwabena has led numerous evaluations and capacity-development assignments for programmes funded by the World Bank, AfDB, EU, FCDO, UNDP, UNIDO and IFAD. He holds a Master of Arts in Project Evaluation and Management from the University of Antwerp and has completed the Executive Programme in Implementing Public Policy at the Harvard Kennedy School of Government.
